Rick, I'm sorry that no one replied to you here in a timely manner.
For your information, and forgive me if I get this wrong, the whole set-up of the MUA web site as a Moodle instance was an initiative of Moodle HQ, a kind of birthday present, if you like.
The part of the platform that deals with membership, projects and voting was coded by Moodle HQ too. I believe that Marina Glancy was a key mover here. You are not the first person to admire this disposition and some have asked if these instruments could be made available as standard Moodle plugins, but that is not on the radar, I have been told. In effect, this a "hacked" instance of Moodle.
This creates some nervousness for us about compatibility of the site with Moodle updates! As you can imagine...
