Note that not only the moodledata/ folder but also everything inside need to be writable by the running web server. You didn't mention the operating system. In fact it is a good idea to give all the information up front. Please Before you post.. Read this..

But the "Error writing to database" means just that. The database user can't open the database with the password as given in moodle/config.php and write data.

Sorry to confront your Ministry of Education again. In mathematics and in many science subjects there's a huge difference between asking the student to write something and asking him to choose one from a given set. Ref. Listen to "How can computer-marked quizzes help students learn?" Tim Hunt, 15 Novemeber 2023. (item 2. in the abstract)

If you have to go this path, study representing mathematics in Moodle. There is a dedicated forum and lot of documentation linked to its header. And of course the past discussions build a knowledge base. ;)
