First of all thanks for pointing out that great resource: https://www.wiley.com/en-us/Discrete+Mathematics+with+Student+Solutions+Manual+Set-p-9780470086421. My initial reaction was, "What an expensive book!" Then looking at the supporting resources http://webspace.ship.edu/deensley/DiscreteMath/ it is an encyclopedic work, I must say!

I won't bet on writing those applications in PHP. I see better chances in following the h5p line: https://h5p.org/moodle and https://moodle.org/plugins/mod_hvp. But don't ask me, how to do it! :-\
Off-topic: So you are faced with the problem of a paperless classroom. The exercises in the book are meant of paper - just watching the animations is nothing. Just estimate the cost of writing blocks and compare it to the cost of development of the all software tools needed in their place.

Sorry, can't help with Windows. Somehow I expected the "virtual room" to be Unix/Linux and checked in. Hope a Windows administrator will come to the rescue. There are not many here, and I think there is exactly one who also understands Portuguese. Why don't you select one from the Moodle Docs?

You need to collect a sample of such delayed mails and study their full headers to find out where they get delayed.
