Did you restart php after switching the input vars? It won't pick up the change until you do that. Also, make sure you are changing it in the correct php version. My suggestion would be to use the latest 4.2 code on the migration - as Howard said, if it fails it is just an annoyance. Just make sure you keep copies of the original db and files in case you have to restore to that. However, if you also bring over the moodle code folder, then you will be at exactly the point of your existing server and that would take care of the migration and then you can jump. Good idea to jump to latest 4.2 first and then moving to 4.5.
