When you say "manual activity" I am not quite sure what you mean (either of you) I meant that any activity which has activity completion attached to it can be overridden by the teacher manually in the Activity completion report and this has been available since Moodle 3.4

A teacher can manually complete activities in the Activity completion report - not the Course completion report, which is what your screenshot shows.

Would the Manager role work for you? It is not a complete admin and you can remove permissions from it if you want.

Is he replying to their forum posts and therefore automatically receiving later posts? Or is the actual forum in Week 7 set to "Force subscription" or "Auto subscription in error (not related to his own subscription status)?
