Running cron that often wont put load on server as it will finish in less than a second, BUT you have to ask your hosting provider as some do limit running of CRON, limiting it to hourly or twice hourly, just ask them first and whatever limit they have, use that.

Kate, I have replied there already, it becomes difficult for most to understand the LTI, SCORM integration as not everyone on support forum is making use of it, even if handful knows about does sometimes unintentionally skip the questions asked.

Kate, LTI is entirely new launch and authentication model, while it may share some logic but it is not backward compatible.

upgrading is longer process as when compared to switching to PHP 5.6, so i'll rather recommend switch to PHP 5.6 first, if cron worked well then you can upgrade to higher moodle  version and php in future.
