There have been lots of changes, but just urgent bug fixing, not any interface changes yet. (I never said anything about this being in 1.5.2).

Yes, the 'thischarset' string from the current language will be setting the character set for the current page and the browser will use that to determine the character set of text submitted in forms.

I've implemented these final 10 lines or so of code, and assignment is now upgrading submodules exactly as one would expect. No need to bump the main assignment version any more ... submodules can be dropped into place and after visiting the admin page everything should be installed (or upgraded).
Time to release 1.5.2 with all these assignment fixes we've done!
