Strange time-stamp discrepancy on notification e-mail

In one of my courses there is a strange discrepancy between the time-stamp of a forum post and the time-stamp on corresponding e-mail message. The discrepancy is 8 hours, which happens to be the difference between UTC time and our local time (PDT).

Example:

The time listed in the header of the forum post may read:

Re: Conversion charts?

The header of the e-mail that arrived in my inbox corresponding to this post reads:

Notice the time difference of 8 hours. This happens to all posts in this course. The first forum copy carries the local time, the e-mail the UTC time.

Even more strange is that this happens in some courses on the server. In some other courses on the same server messages posted by the same persons, have identical forum- and e-mail time stamps.

Any ideas what may be going on here?

Could this have anything to do with the course having been restored from a back-up made on another server?
