I am looking to create static pages which are accessible by public, I am using https://moodle.org/plugins/local_staticpage but it requires login to view page.

Is there a way around to create publicly accessible pages in Moodle?

I'm not sure this is still valid, but on your home page, or landing page, you can add a HTML block. This is before the login page, so there shouldn't be any problems. In that HTML block you place links to the pages you want people to look at, but make sure they are all in one Category, and allow Guest Access to all pages in the Category.

Wont a user need to login as a guest before being able to view the pages mentioned in the HTML block?

On the Static Pages Plugin settings page there is an option for Force Login, set to no.
