Have you checked if PHP is logging any errors? I normally find the PHP error log is C:\Windows\Temp\php-error.log, if not you can set the log file location (and logging level) in php.ini.
Also, have you tried running it with PHP 7.0 just for comparison? It might be an easy test if you've been able to get this running with other sites.

Rolf, try PHP 7.0.X and not the 7.1 version, see if problem persists follow the tutorial HERE.

Glad it worked, as I came back to forum after a few months break so wasn't sure about PHP 7.2 working with Moodle, which you just assured now. Thanks for update!
