I would start by checking your date.timezone setting in php.ini - see, http://php.net/manual/en/timezones.php

It sounds like it may have been set incorrectly.

So now the error regarding the timezone is gone, what are you seeing? Is there a new error that comes up, or does it just state "This page should automatically redirect"?

It might also be a good idea to check your webservers error_log to see if anything is pushed there.

Try clearing caches. From command line...

php admin/cli/purge_caches.php

Go to your moodledata folder (not the moodle code folder) and delete the cache and localcache folders.  They will recreate.  Then, clear the cache on your browser and try again.
