A good start should be moodle.php in lang/en.

Hi Williams, I'll be doing that in the end over my sapre time. We'll currently devote most of our time to develop our own courseware software, so that Hebrew support became kinda next in line. However I'm very enthusiastic about this, When I commence work I'll communicate with you at once.
