so mod-security don't block my request but i can't decode it in php (trying some ways no solution ! )

Imy question was not about language support.
i just want to know how we can modify moodle to add more stuff in to it...for eg(payroll for a school)...

That's the point - you sent your question to Languages forum and it is not about language support...
I suppose you can't modify all code of moodle to pass apache module mod_security. Jon Bolton has given a couple of times advice:
1. if there is not one already, create a file called ".htaccess"
2. add the following lines to disable mod_security:
that may allow you to disable mod_security locally.
Anyway configuration of mod_security is made by your host - they should see from (error) logs where mod_security is blocking moodle too much - you can't most likely configure mod_security yourself
So contact your host...

You should start reading Development documentation. Also, consider enroling into Introduction to Moodle Programming course at dev.moodle.org.

Well i could finally solve that problem, sorry for the delay in replying because i got stuck with some other project in the mean time.
