1. A student should not have access to a new course without attempting/completing the earlier course.
2. He should not view/attempt the quiz before completion of earlier course.

1. For the first question you can set 'Course prerequisites' setting in the course completion setting. Please check this http://docs.moodle.org/23/en/Course_completion_settings#Course_prerequisites
2. Same as above.
But for 1. be aware that they can still access the second course even though they haven't completed the first course. However, the second course will not be marked complete until they have also completed the first course.
