We have users organized by groups.  We would like to assign a "user administrator" to one or more groups.  As the User Administrator, they would have the ability to add, modify and delete users from the Moodle system, along with adding them to their groups.

Here's the catch:  We want to limit their access to be restricted to their groups.  We don't want these User Administrators to be able to see or touch users that belong to other groups.

This will allow us to extend distribute system administration while at the same time, making it more "dummy-proof".

BTW - We are using 1.91.

I've heard rumors this might be true in 2.x.  Is this true?

from what I've heard, you can setup a course manager, but this would not be the same as what we are asking above.  The course manager would only be able to add and delete EXISTING users to and from a course.

We've completed our research and verified that Moodle 1.9, nor any existing 1.9 blocks can support this.

We will consider upgrading to 2.x and creating custom code, in the form of a block that can be shared with the community.

If the client approves, we'll update this post on the progress.

We need a similar issue.

Have you decided the issue with adding users only to their groups for multiple administrators?
