Many thanks for sharing this plugin with the Moodle community. Please fix the version.php to address the following validation warnings:

Maturity information ($plugin->maturity) not found in version.php
Moodle requirements ($plugin->requires) not found in version.php
Release notes not found (searched for files README, README.*)

Also, I encourage maintainers to provide the source code, tracker, and documentation URLs in the Useful links section. The screenshot is helpful, by chance might you be able to provide one with the text in English?

Also in version.php it would be good if you could provide copyright information - see http://docs.moodle.org/dev/version.php for an example. Actually I see that you have a good example with @package, @copyright and @license in the lang/en/block_countuser.php file. It would help if you also added @component.

I would also ask that you remove the .svn folder from the zip file prior to uploading. I try to avoid having extraneous files in the zip file as those then wind up on people's servers.

I'm going to mark the current version as needing more work; however, once you get things patched up we can reschedule the plugin entry for review. Hopefully these are quick and easy fixes. My goal is to help make sure that folks who install your plugin will have as few problems as possible. If you have any questions just let me know and thank you for your patience with the plugin review process.

    Peace - Anthony

Also, after installing, I noticed the following error:
The block countuser does not define the standard capability block/countuser:addinstance

You should create a /db/access.php file - see http://docs.moodle.org/dev/Blocks#db.2Faccess.php for more information. Peace - Anthony

I noticed this line in the license part of your files: Strings for component 'block_admission_card', language 'en', branch 'MOODLE_20_STABLE'. I suspect that could be removed. I also noticed one comment in Japanese and I would recommend also having a rough translation into English for those comments - even if it is just running it through something like translate.google.com. Are you using Github.com or some other repository for hosting your code? It is important to provide source code, tracker, and documentation URLs in the Useful links section. Peace - Anthony

p.s. - In the language file you probably want to correct the spelling of role because roll refers to a small piece of bread.
