Have you found a solution to your 'hangup'?

I experienced the same hangup problem today trying to do a minor upgrade:

Upgrading Moodle database from version 1.9.4+ (Build: 20090314) (2007101542) to 1.9.4+ (Build: 20090409) (2007101546)...

This upgrade was via CVS, which I do about once a month and have never had this problem before.

Any ideas?

php 5.1.2
mysql 5.0.24

From what you have written, I can't be sure, but it seems that you have not yet installed moodle. i.e. you may have uploaded the moodle files to a server, but my guess is that you have not yet run run the installer script.

I strongly suggest you look through Moodle docs, in particular:

Thank you for your message.

I had the same problem as reported above, i.e. 'news' posted to the site news forum was not being emailed out to site users.

The solution, as you suggest, is:
  1. Before creating the site forum: got to Site Admin > Front Page settings > Default front page role = Student
  2. Create the Site News forum by turning on the "Latest News" block and click on "Add a new topic"
The site news forum should then be set up with all site users automatically subscribed.
