I wouldn't think because how would Moodle know which is the correct answer?
2.8.3 - Signed in as site admin. Is there an admin setting somewhere that is maybe affecting this?
Ok, so figured out that ironically enough this must not be a permission that the site admin has...??!! And no apparent way to add it. However, when I added the permission to the teacher role and made myself a teacher for the course, the delete button showed.
I have also found out that if you are enrolled as both a student and a teacher in the course, the edit submission will not show for your own assignment but will show for other student's submissions.
Still baffled by the administrator lacking this permission...
I actually replicated this on my site (2.8) using both Elegance and Clean themes. No delete submission option on the assignment. I actually think this has not been an option for some time - I think the idea is that only the student can delete their submissions. If the assignment has the submit button option, a teacher can revert it to draft but cannot delete the entry.
