It's one thing to have Moodle detect the language a user's browser is using and then present the interface in their preferred language. It's another to display content applicable to them in their language. I am not sure how you would do that if you have separate courses in French and English. You can use the Multi-language content filter to translate content in the same course so that users will automatically see the content in their chosen language. On Moodle.Academy we use thecontent translation plugin, so if a course has been translated from the original English (not all have, as we rely on volunteers) then you get the same effect.

Interesting - I am having that problem myself currently. I assume you are using Atto? Because I don't think it works with TinyMCE yet. Which precise point version of Moodle 4.5 you are using? For example 4.5.4 (Build: 20250414)?
I will do some troubleshooting myself this week and post back if I have any useful information.
Hello Lisa. The Participants or People block was removed in Moodle 3.8 (see MDL-66753) because you can now see participants from the navigation links on the main course page. You can message individuals from there. The block Ken talks about, the Online users block is a different one, but also useful.
