According to the Book FAQ students should not be allowed to edit books as it causes a serious security issue. However, you could allow them to edit a wiki if that helps and then you as the teacher could paste their final content into a book?

Ok - so as long as they are guests they can view everything, and then once they log in with student account they should be able to upload assignments as long as they have enrolled into the course. Can you give more details as to the precise circumstances where they don't see the submit button? Are you sure they are not just still viewing as guests? Perhaps they need to enrol in the course?

Mercedes - are you using the one topic per page setting in your course? I recall this tracker issue a while back with an error message that reminds me of yours MDL-39504
