Ooohh.. you are correct! I had this working fine on my own test site the last time I checked, and I set it up on the School demo and it worked fine there the last time I checked. Now I get the same error message as you on both sites. I'll do some investigation and file a bug if necessary.

Hello again. If I understand you correctly, you want a package which installs the whole of Moodle onto your Windows computer without you having to worry about setting up the database and so on? Well the link I sent you https://download.moodle.org/windows/ says this:
These packages contain Moodle plus all the other software needed to make it run with Windows: Apache, MySQL and PHP. They are built using XAMPP. It is almost trivial to install with a nice little control application. Here is some documentation about this package in Moodle Docs.
Is this the type you require?
Are you able to install non-standard modules? With the Questionnaire module you could just offer them one question, like choice, and then they will get 100% for completing it.
