What happens if, once you get to http://localhost/user/editadvanced.php, you then change the URL in your browser to http://localhost ? Does it take you to the front page where you can perhaps turn on the editing and acess some stuff? (I am only asking  because, as a non-techie person, I have in the past installed Moodle locally and also found that page giving me a blank but then when I have gone to a different page, I was able to continue.) Not a good answer,I know, but worth a try !

Wenn man Duplizieren nicht sieht, ist es wahrscheinlich weil die Fähigkeiten  ** moodle/backup:backuptargetimport und  ** moodle/restore:restoretargetimport nicht erlaubt sind -( hier  auf Englisch)
