You need to create a new role and assign it system wide to the teachers and then "allow" them to see the block.

Can't you just change the default role back to Student? Or  does this practioner role have other capabilities? (And it is definitely a new role, not just a renamed student role?)

If you want text on the admin dashboard only then you need to log in as admin and click "dashboard "and make sure your URL reads yourMoodlesite.com/my 

Then anything you add will only appea on the admin's dashboard and not on any other page. Sorry I can't help with linking the text.

The page you are showing there is the admin's Dashboard, which only the admin sees. To add text I would click the Customise this page button and add an HTML block, which you can drag to the centre if you wish. Then type your text into that block./
