Moodle 2.9.1 - Can't disable submission comments

Hi, I've read that you can disable submission comments, but I don't that option anywhere in Moodle 2.9.1.  Should it not appear after "Students Submit In Groups"?

Ah i think that did it.  However, that disables it site wide.  I didn't see an option to disable it per assignment.
