Has anyone successfully managed to get files in File system repo working as aliases/shortcuts? There is a tracker entry here MDL-34185 and I wondered if anyone else had experienced the same?

I confess I have read the EU cookie stuff but am still not really in the clear. Our school Moodle is 1.9 and serves as our website so many pages/courses leading off the front page are guest access. We don't allow guests to login; we don't sell them anything or make links to twitter/facebook etc or use google analytics. We do obviously check up on guests via Moodle logs. So do we need that cookie message or not?
Despite the title, this isn't a Moodle query so that's why I am justifying posting it here If I am mistaken then I am sure the facilitators will gently point me in the right direction
I have what I think is some sort of caching issue that I don't know how to resolve. I have some Moodles and other sites that have been moved by my host to a new server with higher spec and now I can't access them from home - none of my three browsers displays them. However, they do all work fine as I can get to them at work or at friends' houses. (At the moment in order to use them I have to remote in from home to our school network and go on the internet there!)
I have tried rebooting my computer; deleting browser history, force refresh etc and still can't get them to display. Anything I have missed? It has been three or four days now since the switch over so I really should be able to access them from home. Thanks
On a Moodle recently upgraded from 1.9 to 2.3, when a non-logged in user clicks to subscribe to the RSS feed of the site news on the front page, they get this above message. I did a search and discovered there was a problem ages ago with this but that it had been fixed MDL-24509 so I don't know what the issue might be here - any suggestions please?
Ok here is the deal: I am stuck with a 1.9 Moodle and no access to the files on the server. My school would like the flyout menu set up you can get with custom menu in themes in Moodle2. But any html/css would have to be added directly onto the front page topic summary (although I have learned from Itamar that you can also reference files in site files too)
So my question is... does anyone have some code they can give me that I can tweak to fit the links I want so I get some sort of custom flyout menu at the top of our Moodle? I googled - I got this one to work but I need several top level links and it only has one. And it' s black and I need it the same colour as our Moodle or at best not black!
Any help very gratefully accepted. (No, we can't ask for a theme with a drop down to be uploaded to our themes directory.)
