Moodle_migration is well tested. So either you made a mistake or the web server configuration doesn't match or something in the network including (reverse) proxies is interfering.

That is what I would expect too. But I remember cases where the Custom menu stealthly sent people to the "other" site. I don't know whether there were relative links in the Custom menu or some such unexpected combination.

Yes, it was a highlight. A slow one to develop, leading to a big-bang, the competition night.

And why it made off the ground, so elegantly? I have to be careful in selecting a single party. Instead I would say there was a series of lucky chances. The don who was in-charge of the operation took the trouble to visit the long series of workshops on conducting on-line tests with Moodle, although they were using the quiz module for years. That is where VPL came in, thanks to the workshop Astor, developer of the VPL question, conducted. The don recognized the freedom and ownership of data of the Open Source solution (VPL + Moodle). Before we realized, LEARN the umbrella organization and the player EduNET, which is everywhere, were providing the resources resp. expertise. The write-up has the details.
 
So from the management side, it was the consistency of the don who held the reins.
