If a video, a single video, is slow to deliver the Moodle Bench is not the right set, but the Speed Test, yes.

Since you are talking of hardware, i suppose the Speed Test diagnosed nothing. Generally, if you attach screen-shots of those tests in your, that could still help. You know, there are some experts here, who may see things you don't see. Some can even read thoughts.

Wait, you said you upgraded to 4.0. Other things like Before you post.. read this...?

Moodle upgrades, any upgrade for that matter, can go wrong. See Suggestion: Combine "Latest release", "Other supported releases" and "Security-only-supported releases" in to one page.

And upgrades "in thought" are even more volatile.

So this site was working until recently, until the white screen appeared? What have you or any other administrator has touched before that? A code change? A plug-in installed? A PHP upgrade? A PHP module has changed? PgSQL upgraded? ...
