Son, that is the problem of thread-hijacking. If you have a question start a new discussion putting all the facts relevant to your case open.
 
Having said that, I see that you have started a discussion, Moodle for 4K users, where you got many replies. Rather than continuing there, you abandon it and start anew here!
 
And possibly the same thing here: Long latency in loading media.
 
On top of that, your Moodle is 4.2, I noted, nothing to do with "Problems after upgrading from 4.1.12 to 4.5.7" the subject says! I changed subject line of this post, in case the moderator decides to separate the discussion from this post.

The current state of the Sharing Cart is unacceptable. We deleted it in the production server - keeping it in our staging server to revisit some time.

Since you talk of Moodle 4.3, when you say MariaDB 10.6, you mean 10.6.7 or higher, I assume. Ref. https://moodledev.io/general/releases/4.3 > Database requirements. With that you can upgrade to 4.5 LTS, which is still supported. See https://moodledev.io/general/releases.

PHP is a different story. Check that too. There is even a GUI tool in Moodle, Site administration > Server > Environment: Moodle version (drop-down). Or ref. to this chart http://www.syndrega.ch/blog/#php-and-dbms-compatibility-of-major-moodle-releases.

The exact from and to versions, 3-digit, would be informative.
 
The platform remained, I assume. Still worth providing its details, server specs, web server, PHP, DB server programs and versions, etc.

What is this "resource"? Did Moodle create a course with that name and moved questions to its question bank? Was your earlier question bank at site level?

Did any notices, reports appear during the upgrade?

There were some question conversion/deletion processes which were advised/mandatory before the upgrade to 5.x the latest. Do your admins know these?

There are all kinds of health checks around the quiz system, yoursite/admin/tool/health/ for example. I don't know offhand, hope others will rhyme in.

All in all, what your admins have started, they should finish. They can of course ask here directly. Through this change of hands, information gets lost.
