Hi
Bad timing. A dedicated forum on videos is about to be born but having some complications. See "Wasn't there a dedicated forum for videos?" https://moodle.org/mod/forum/discuss.php?d=313462. Until then I take a shot although am a video newbie myself.
The video your resource is pointing to "Introduction_etenders.mp4" is a proper MPEG v4 file and plays on my Firefox (Iceweasel 31.8.0 on Debian) but the resource itself brings "No video with supported format and MIME type found." So it is either the webserver (MIME type) or the player. I've noticed that it uses simple the <video> tag. You might need to embed the video in a player.

But the subject says _Upgrade_. They are of course two things:
- https://docs.moodle.org/en/Upgrading
What were you doing exactly? Which instructions/tutorial were you following?
BTW, did you mention your operating system (Windows/Unix) and the version (2008/2013/Unix flavour/Linux distribution)?

I would restore the final backup and experiment with a test installation/upgrade.

That is a seperate issue, for a new discussion - "Converting InnoDB tables to Barracuda" https://moodle.org/mod/forum/discuss.php?d=312863, for example.
Yes, the non-interest is very loud. Compare with "Bb buys Remote-Learner (UK)" https://moodle.org/mod/forum/discuss.php?d=312036.
