Hi
You seem to be on the stability side: Moodle 2.7 (now at 3.0), CentOS 6.5 (not 6.6, not 7.0), kernel 2.6 (not 3, not 4! https://www.linux.com/news/featured-blogs/199:greg-kroah-hartman/552839:the-2632-linux-kernel). Not that this is a problem, you need to keep an eye on the various https://docs.moodle.org/dev/Moodle_2.7_release_notes#Server_requirements, etc.
Yes, Perl is not needed; CentOS people will look after the openssl PHP module.

As the linked documentation pagehttps://docs.moodle.org/en/admin/environment/php_extension/openssl explains it is the PHP library providing an interface for Apache to server HTTPS https://httpd.apache.org/docs/current/ssl/ssl_faq.html.
The https://docs.moodle.org/dev/Category:Release_notes do not specifically mention minimum version of all the PHP extensions. On main stream (binary) Linux distributions, people depend on the maintainers of the distribution.
In this forum, you just need to mention the (Linux) distribution, there are plenty of Linuxers here. I understood that you are going from CentOS 6 (minor version?) to what?

The problem vanished after upgrading to 2.9.3 (from Moodle 2.7.1).

As you were writing your question you must have seen all the initial help: https://moodle.org/mod/forum/post.php?forum=94.
Reading your new discussion "Stop students from Searching contacts" https://moodle.org/mod/forum/discuss.php?d=327647, I understand you could solve your problem. Then it is nice, "Once your problem is solved, reply to the thread, adding [Solved] to the subject line of your post and providing links to the documentation, discussion or tracker issue that helped you." https://moodle.org/mod/page/view.php?id=7080.
