No there is no limit to the number of questions. Most likely the reason why your import stops is the presence of some "special" character in your GIFT file. If you can post it here maybe we can examine it and tell you what's wrong.

When you say " I do not see the submit buttons as an instructor so I can force the exam to be closed." I suppose you mean quiz, not exam?

Ben si, on peut choisir d'importer ce qu'on veut, en cochant les activités dans la liste. (Voir copie d'écran, avec Moodle 1.6)

PS.- It is strongly advised not to make changes to a "regularly distributed" theme in Moodle. Way to go is to copy the theme you want to customize and to make your changes on the files in that copy.
