I'm not sure that I completely understand what you want to do but If the only difference between the standard scale and what you need is the range, you can try setting the 'curve to' field of the assignment's category in the gradebook to 10. So when you mark the assignments you work with 100 scale but the assignment's grade as it appears to students will be in 10 scale.

Yes. It is the database activity which allows you to build a database by adding fields and then design add entry form and display form. 
If you have access to the course settings and you can change the course title there is an ugly but working workaround which consists in adding to the course title @import command which imports a css file by means of which you can add a background image to the course header. If that can help you let me know and I'll post here how to do that.
