I don't know about existing database presets for complain log but if you describe what you have in mind we should be able to offer some help for constructing it.

You also need to consider that login as sessions record in the log actions the student did not actually do. For instance, if the teacher logged in as the student enters an activity/resource the student did not enter, the log will show that the student entered that activity/resource. This may distort later analyses of the student's actions.
An offline assignment or a designated grade item in the gradebook. Both are graded manually, the former either in the activity or in the gradebook and the latter in the gradebook. Students will see in their grade report one entry for the MC quiz and another for the graphing. If the response graph will not appear in the quiz review (if you don't scan and upload it to the grade comment) I don't see any particular benefit for having its evaluation in the quiz.
Try the GIFT import format. See docs at http://docs.moodle.org/23/en/GIFT_format. It should be easier than Moodle XML and fairly useful for simple questions.
