Yes - setting up automated course backups is an admin-only thing.

With your original problem, the only way forward would be to create a completely separate Moodle site from the site backup. Then use Moodle's backup and restore to recover the activity. Quite a significant task.

I'm just checking that you didn't try to install the optional plugin (for <=3.11) in Moodle 4.0 or newer?

I don't know what would happen but it probably isn't good.
