For managing Moodle server, administrator usually backup the whole server contents, and restore the whole server contents, as simple as that, but in case, teacher deleted assignment and empty bin, would it be possible for administrator only restoring specific assignment instead of the whole server contents?
Any suggestions?

This won't help your current problem, but to prevent the same thing happening again:
You can setup Automated_course_backup then you'll have a regular backup file for each course, that can be restored indepdently.
Our environment has a devt, test and production server. Each month, the test server is refreshed from production, so that can help if something is deleted. We keep files in the recycle bin for 7 weeks.
Our db people can restore the db to any point in case of more serious error-- but that's a big undertaking for a single assignment, and doesn't help with the submitted files.

Would this Automated course backup feature backup all courses for specific teacher or site?
It seems that teacher cannot access Site administration > ... > Automated backup setup, which require administrator permission to do so.
Is there any Automated backup feature can be accessed by teacher role?

Yes - setting up automated course backups is an admin-only thing.
With your original problem, the only way forward would be to create a completely separate Moodle site from the site backup. Then use Moodle's backup and restore to recover the activity. Quite a significant task.

If it is admin-only thing, then they would backup the whole site instead of individual course one-by-one.
In reality, admin does not this tools at all, because they use VMware to keep image of whole sites, there is a problem when teacher requests to restore only a single course's assignment.
Any suggestions on how to perform backup effectively on teacher side?

No... you're missing the point.
Doing a complete backup to keep images (or however else you do it) is what I would call a "disaster recovery backup". You can get your site back if the entire VM blows up or something equally horrible.
If you want to be able to to restore individual courses then - as an administrator - you can create individual course backups automatically. They can then be used if something bad happens in an individual course. They are two different things.
There's no direct option to allow teachers to automatically create backups - unless some plugin exists that I don't know about - beyond encouraging them to take a backup before undertaking any maintenance.

To create individual course backup automatically by administrator, it is not practical, with over 200 teachers, they prefer to manually backup and restore their courses (can do it within 20 minutes) instead of asking administrator to do it (over 2 hours), it lacks of human resources.
So far, manually backup by teachers seems the best approach in term of speed.
If there is no way to automatic feature to backup on teachers roles, then manually backup seems to be the best.

I feel like Im not understanding your issue with the automatic course backups.
Your admin only needs to set this up once. If you can see those settings then you can set up the backups for all of your teachers.
Unless specified otherwise, the backups go to the usual course backup area where teachers can access them, although for our site, we store them on a separate drive to save space.

So there is this question of whether Eric Eric is a bot. It does seem that there are too many posts and over a wide breadth of Moodle topics to be sincere.
It's just my theory .. but perhaps Eric Eric is using the Moodle forums to deal with their own helpdesk.
He/she passes user support tickets first through Google Translate and then posts them here. Then funnels the responses back again through Google Translate to the original poster. It might not even be fully automated.
Eric Eric profile does say they are from Hong Kong. And the Moodle in Chinese forum is a ghost town. So where else to go ... for help in Chinese ...

It is interesting and intriguing, but ultimately its a problem. If we get more than a handful of these bot/agents, it will drown out the genuine posts. And it is disrespectful of those who volunteer their time to help people here. We are probably going to need to find that new turing test you mentioned

There have been several of us who have asked Eric Eric polite and appropriate questions, which "he" hasn't answered. This is disrespectful, considering how many posts Eric Eric has made. We respect his questions and have been answering them, but he does not respect our questions and ignores them. This would seem to be justification for banning Eric Eric (but he might return as someone else). We can tolerate newbee questions to some extent, but as Visvanath and others have noticed, Eric Eric has posted many questions, somewhat abusing this system. I have chosen to no longer reply to Eric Eric, but newcomers might wonder why Eric Eric is not getting replies, and this might suggest that we volunteers are not helpful.
Howard suggested at one point that Eric Eric's questions could help others, but I think our time is better spent on things like improving Moodle docs or helping others.
