On this site www is an alias pointing to public_html ... they are the same thing.

You want to put your moodledata next to them (so that "moodledata" would appear in that list of the screenshot you made).

That's in the plans for a future version (you can already store lang packs in dataroot/lang and they work).  The idea is to make them downloadable from within Moodle (so that the same process allows upgrades etc as well).  There are practical details not quite worked out yet.
