This isn't a Moodle problem. You should contact your ISP or failing that, Fantastico who make the software that printed that error message.

The problem affecting registrations for old versions of Moodle was a bug, now fixed.
It's not a bug ... the site in question has only ONE enrolment, so it qualifies as a test site. These are automatically rejected to help the load on the people checking registrations.
Other sites with certain values are automatically accepted now, too, so it works both ways.

Looks like a coding mistake ... the files should be f1.jpg and f2.jpg
