My first guess is that "short_open_tag" is not enabled.

By editing the current language. However, I recommend leaving the lang/en folder alone as it's the default language.
Instead, copy it to a new folder (eg lang/en_ac) and edit that. This method will also make it easy when you upgrade Moodle later (just retain your "local" language file).

I'm surprised no Opera fans have popped up in this discussion yet.
The best way is to use the Windows uninstaller (Add and Remove Programs).
