Roles and permissions

I'm creating a cut-down administrator role to allow others to help me move data from older moodle courses into newer moodle courses each semester. (I'm currently running 1.8.3)

Here is what the role must be able to do:
- view all courses
- make course backups
- restore
- edit enrollments

The role I created with those permissions works pretty well, except that when the user makes a course backup and then tries to restore it to another course, she does not have the option of choosing another course - it tries to restore over the same course. When I do this process as an admin, I am prompted to choose the course to restore into from a list of all courses; the new role does not get this option.

When the new role tries to import, the user gets a blank page (or one that "thinks" forever but never loads any data).

Any tips on how I can allow this role to backup/restore/import course data?
