Roles and permissions

When I log in as administrator, I see a block for Course Categories, that neatly organizes our courses by Campus location, Program, and Term. The Course Creator Role can also view the Course Categories but only if they have access to edit course settings AND I assign this role globally which I don't want to do for two reasons,
1) it allows them to also edit the settings on the front page
2) I have course creators assigned to different campus locations and they should not be editing each others courses.

What I am looking to do is assign the Course Creator role within a sub-catgory for example Campus1 or Campus2 or Campus3. But when I do this the course creator no longer sees a My Categories block at log in. Instead they see a VERY long list of classes under a block called My Classes (like a student or teacher).

I should also add that because of the different locations, I do not want to include the courses / categories on the front page for students to see as it is too confusing.

Any ideas?
