Profile: Some fields are only shown in the admins view

I wonder why there are some fields (f.e. Institution) in the participants profile that can only edit and seen by  the admin. They are not shown for teacher and participants. Why?

Participant Privacy. If you know an institution and a name, you can find someone in a hurry.

I believe that you can change which fields are displayed in /user/view.php
