As described in MDL-12081, teachers with moodle/site:import = allow cannot import activities etc. from other courses if moodle/site:restore = prevent/prohibit -- which IMHO is an erratic behavior. I looked at the code and put together a quick fix for this problem, documented at MDL-12081. To get this fixed, please have a look at my suggested solution and vote for it -- thanks!
