Nav bar should be right to left in right to left languages

this is an old problem from the start.

All sites must fix this thing themselves  or keep it ugly (imagin you have NavBar right to left in English)

Did nowne complaine about it? - why solution isn't included in standard verssion

It bothers ALL righ to left users.

I don't think anyone complained about it yet. Can you please report a bug in the bugtracker at http://tracker.moodle.org
