When student creates account a confirmation email is not sent to student but this returns to administrator

Have SMTP relay setup?
In config of outgoing mail, are you using no-reply@WHAT?

dig www.networkingcommunities.com -t TXT or
dig networkingcommunities.com -t TXT

Do either of those response have a SPF *and a DKIM* record?

Install: https://moodle.org/plugins/local_mailtest

In testing use your sites no-reply address.

Are the email addresses that bounce gmail.com?
Google and Yahoo have recently announced they will require DKIM now.

So mail is now working with the change back to no-reply@ address?

Well, the only way that could happen ... another admin level user or support staff where you host attempting to solve the issue.

Moodle does keep logs on changes ... check that first.

If you suspect you've been hacked, best to move code directory out of the way, acquire new code - install manually any addon/theme you had installed in old code by fresh .zip files.
Any modified/hacked files would be in that moved code directory - which you could scan via clamav.

Let's not assume we've been hacked - but do monitor more frequently for un-expected changes.
