Upon performing the install, after the database tables get configured, the admin setup looks like its missing a css, ive tried http and https, but check the browser logs I get 404 errors on this links

Whats highlighted in bold exists. but the latter should it not be a parameter? not dived by /

What's the web server? This can happen with a web server that's not set up appropriately. Nginx, for example, requires some specific configuration for Moodle.
Thank you for the prompt reply, being ionos.co.uk hosting its not very clear from the oversimplified control panel what it is, but I would assume LAMP.
There was a long thread with problems installing on IONOS, the OP linked to this reply as the solution that fixed it for them.
