Show all courses to Student home page

Hi 

I am new to moodle and struggling to set correct permission for Students and Teachers. I would like to show all available courses to my students irrespective of whether they are Enrolled or Not. The purpose is that they can request enrollment to the other courses as well. 

For Authenticated User + Student role => I have set Allow

moodle/category:viewcourselist

But still, the purpose is not solved. 

The other one,

As an Administrator and Teacher role, I can not see "Enrol User" button to Add students to the course. 

Please guide me how to resolve .
