I was exploring the https://docs.moodle.org/39/en/Safe_Exam_Browser#Templates and keep on getting "Data submitted is invalid". May be I haven't got the idea of SEB templates?

The file needs to be an XML file that Moodle generates. Set up a quiz and configure the SEB manually, using the settings that you want in the template. Save the settings and display. When the quiz displays, you will find a button to "Download configuration". The downloaded file is what you will upload to templates in Site Administration.
