Is it possible to make a quiz in moodle like this?

SO I was on this site:

https://businesstown.com/articles/is-it-legal-to-run-my-business-out-of-my-home/

Then after a little while a quiz popped up. 

You answer 15 questions (without logging in) and then when you finish it asks for your email.

So if I could do that with moodle it would be cool.

I don't do this, but your post caught my eyes.

Since you did not have to log in, this suggests to me that you need some web pages prior to logging into Moodle. In fact, as you describe this, Moodle might not have anything to do with what you desire.

I searched the Internet for "how to create a quiz in HTML."  As you can guess, lots of hits.  Here's one example, below.
