Is it considered normal to modify the files in Moodle directly? 

I do a lot of customizing in CSS but there aren't a lot of individual-enough call tags, either (IMO it runs very short on allowing for CSS customization which is really unfortunate). Is Moodle mostly reliant on personal/custom-built themes? I keep running into issues, like this, where the only apparent solution is to hard-code. I come heavily from a Wordpress environment, so maybe I am missing something? 

Love Moodle otherwise - very stable and I don't regret building in it for my client, but just wish there was more help in the forum and like-minded people wanting to customize more of the front-end.

It is generally considered a bad idea to modify Moodle core code because it makes upgrading difficult.

To work around this you can use a 3rd party theme and modify appearance through that, or via the admin setting here
