Hi! I am new in this platform and I already created courses.

How can I upload bulk users as teachers, and bulk upload of students?

Can Editing Teacher and Non-editing teacher upload users using .CSV file?

You (well the site admin) would have to change the permissions to allow teachers/non-editing teachers to do that.
